A mere election can radically alter the assumptions and objectives of a master plan, as decidedly as new methods of artificial insemination can affect the assumptions underlying a residential remodel. There are everyday a myriad of forces--both natural and social--that seek to impose themselves upon every building project: whether in the form of Al Qaeda’s attack upon the symbolic capital of the WTC, or the ecological forces that we increasingly dare to challenge by building in environments that are not naturally suited to human settlement. These include: catastrophic change; ecological/ climactic change; regulatory change; technological change; change in market demand; change of land use; even changes in knowledge, where the conditions don’t change, but our understanding of them does.
